一、项目简介

该项目由国家留学基金管理委员会设立，旨在充分发挥中国政府奖学金促进高校“双一流”建设的作用。项目采取“个人申请、院校推荐、专家评审、择优录取”的原则，选拔具有优秀学科背景、专业能力及未来发展潜力的国际学生。三峡大学具备该奖学金项目招生资格，可推荐符合要求的人选，最终录取结果以专家评审结果为准。

I. Program Introduction

Established by the China Scholarship Council (CSC), the program aims to give full play to the role of Chinese government scholarships in promoting the construction of "double first-class" universities. The program adopts the principle of "individual application, university recommendation, expert evaluation and selective admission" to select international students with excellent academic background, professional ability and future development potential. China Three Gorges University (CTGU) has the qualification to enroll students for the scholarship program, and can recommend candidates who meet the requirements. The final admission results are subject to the expert review results.

该项目仅资助硕士研究生、博士研究生。

2.2 资助期限包括中文补习（预科）和专业学习时间。中文补习（预科）资助期限一般为一年，专业学习资助期限原则上与基本修业年限一致。

The scholarship supports master’s and doctoral students.

II.2 Duration

This Scholarship covers both major study and Chinese language (preparatory) study. The language courses last one year, whereas the duration of the scholarship for major study conforms to that as required.

三、资助内容和标准

3.1 资助内容

包括学费、住宿费、生活费和综合医疗保险费。

3. 2 资助标准

3.2.1 免学费；

3.2.2 提供免费宿舍或发放住宿补贴（适用于申请校外住宿获批的学生）；

3.3生活费：

硕士研究生：3,000元人民币/月

博士研究生：3,500元人民币/月

3.4 综合医疗保险费：800元人民币/人/年

III. Scholarship Coverage & Criteria

3.1 Scholarship Coverage  

The scholarship covers tuition fee, dormitory fee, stipend and comprehensive medical insurance fee.

3.2 Criteria

3.2.2 Free university dormitory or accommodation subsidy if the students were approved to live outside campus;

3.3 Stipend:

Master’s students: CNY 3,000 per month;

Doctoral students: CNY 3,500 per month.

3.4 Comprehensive medical insurance: CNY 800 per person per year;

四、申请条件

4.1. 非中国籍公民，身心健康,。

4.2. 申请攻读硕士学位者，应当具有学士学位或同等学力，学习成绩优秀，年龄一般不超过35周岁；

4.3 申请攻读博士学位者，应当具有硕士学位或同等学力，学习成绩优秀，年龄一般不超过40周岁；

4.4 申请以中文为专业教学语言的攻读硕士、博士学位者，中文水平须达到汉语

水平考试（HSK）四级；

4.5申请英文授课项目的非英语国家申请者要求提供雅思成绩6.0分及以上或等同于此水平的相关证明；来自英语国家的申请人，可以免除提供上述英语水平证明。英语国家可参考链接：http://eng.ctgu.edu.cn/info/1032/1465.htm

Ⅳ. Eligibility: To be eligible, applicants must

4.1. be a citizen of a country other than the People’s Republic of China, and be in good health both mentally and physically.;

4.2 be a bachelor’s degree holder under the age of 35 when applying for master’s programs;

4.3 be a master’s degree holder under the age of 40 when applying for doctoral programs;

4.4 have acquired the Chinese proficiency of HSK Level 4 when applying for Chinese

taught master’s or doctoral programs;

4.5 provide a valid IELTS certificate with 6.0 or above or other equivalent language proficiency certificate if he/she applies for an English-taught program; Applicants who are from English speaking countries can exempt from providing the relevant English language proficiency certificates. 4.6 Applicants who have studied in China before should provide the Certificate for the Experience of Studying in China from previous school or university. Sample Certificate for the Experience of Studying in China can be downloaded from http://eng.ctgu.edu.cn/DOWNLOADS.htm

五、申请与录取流程

5.1 申请人首先在三峡大学国际学生管理服务平台http://lsx.ctgu.edu.cn提交申请；

5.2 招生办公室对申请者材料予以初审。初审合格的学生材料发送至相关学院复审。招生办公室向复审合格的申请人发送预录取通知书；

5.3 申请人在中国政府奖学金来华留学管理信息系统http://studyinchina.csc.edu.cn提交申请并上传预录取通知书（选择奖学金类别B，机构代码为11075）；

5.4 三月底前三峡大学向国家留学基金管理委员会提交推荐人选名单及申请材料；

5.5 国家留学基金管理委员会组织有关院校和专家对推荐人选进行资格和学术审核，确定录取人选；

5.6 国家留学基金管理委员会通知三峡大学录取结果，由三峡大学通知申请人并发放《录取通知书》、《外国留学人员来华签证申请表》（JW201表）。

Ⅴ. Application & Admission Process

5.1 The applicants shall fill in and submit application at CTGU Online Application System for International Students at this link http://lsx.ctgu.edu.cn ；

5.2 The admissions office shall make a preliminary examination of the applicant's materials. Those documents of the applicants who have passed the preliminary examination shall be sent to relevant colleges for academic review. Admission office will send a pre-admission notice to those students who have passed the college academic review;

5.3 The applicants shall fill in and submit application at CSC Online Application System for International Students at this link http://studyinchina.csc.edu.cn  and upload the pre-admission letter. The Agency number of CTGU University is 11075. The Scholarship category is Type B;

5.4 CTGU shall submit the recommended candidates list and their application documents to CSC by the end of March;

5.5 The CSC will organize designated universities and experts concerned to examine applicants’ eligibility and academic performance before finalizing the short-list candidates;

5.6 The CSC will notify the admission results to CTGU that will subsequently have the applicant informed. Then CTGU will send the Admission Notice and Visa Application for Study in China (JW201).

六、申请材料

6.1 《三峡大学外国留学生入学申请表》《中国政府奖学金申请表》（在线填写）；

6.2 护照首页。如现持有护照有效期不符合要求（护照有效期应晚于 2025 年 9

月），请及时换发新护照；

6.3 经公证的最高学历证明。如申请人为在校学生，须提交本人就读学校出具的预计毕业证明或在学证明；

6.4 .学习成绩单（自本科阶段起）。成绩单扫描件应包括本科、硕士（如有）、博士（如有）学习阶段，直至最近一学期的成绩。成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。可提供中/英文成绩单，如为英语以外语种，需另提供英文翻译件并公证；

6.5 语言能力证明。申请以中文为专业教学语言的申请人须提供有效期内且与

相应中文水平要求相符的 HSK 成绩报告。申请以外语为专业教学语言的申请人应根据学校要求提供相应的语言能力证明，如雅思或托福成绩单。

6.6 预录取材料;

6.6.1拟来华就读院校出具的预录取材料，可为正式录取通知书、预录取通知书或经中国高校国际学生招生部门认可的导师邀请函等。预录取通知或正式邀请

信应使用中方院校专用信纸打印，由国内高校国际学生招生录取有关部门出具，须加盖公章。

6.6.2 入学通知/邀请信中应包含以下内容（中/英文）

6.6.2.1 申请人基本信息：申请人姓名、国籍、出生日期、上一学历院校名称等；

6.6.2.2来华学习身份：硕士研究生/博士研究生；

6.6.2.3预计来华时间：应明确起止年月，入学时间应不早于 2025 年 9 月;

6.6.2.4申请人中国高校导师（如有）信息；

6.6.2.5申请人来华学习/研究工作描述；

6.6.2.6授课语言（中文或外文）；

6.6.2.7如为导师出具的邀请信，须有国际学生招生部门负责人签字与联系方式，

并加盖公章；

6.7来华学习计划。应提交中/英文学习计划（1000 字以上），博士研究生须由

中方导师签字，学习计划只可以用中文或者英文书写；

6.8推荐信。提交两名教授或副教授的推荐信，内容应重点包含对申请人来华学

习目标要求，中方院校或者中方导师与国外导师的合作情况或者校际交流情况，以及对学生综合能力，未来发展的评价，只可用中文或英文书写;

6.9个人学术成果（毕业论文、公开发表的论文、参与的重大科研项目等列表）和获奖证明（如有）。

6.10 年龄不满 18 周岁的申请人，须提交在华法定监护人的相关法律文件；

6.11 .《外国人体格检查表》复印件（原件自行保存，此表格由中国卫生检疫部

门统一印制，须英文填写）。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效，检查结果有效期为 6 个月；

6.12 无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯

罪记录证明，通常应为提交申请之日前 6 个月以内的证明文件。

注：通过系统上传的材料须清晰、真实、有效。建议申请人使用专业设备扫

描需提交的有关文件，因材料不清晰或无法可识别造成的后果由申请人承担。

Ⅵ. Application Documents

6.1 CTGU Application Form for International Students /Application Form for Chinese Government Scholarship (filled in online);

6.2 Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2025),

please apply for a new passport before submitting the application;

6.3 Diploma and certificate of highest education (both original ¬arized photocopy). An applicant who is a current university student shall submit the certificate of expected graduation or student status issued by his/her university;

6.4 Academic transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English;

6.5 Language qualification certificates. Applicants for Chinese-taught programs must

submit valid HSK reports in accordance with the corresponding Chinese proficiency

requirements. Applicants for other language-taught programs shall provide relevant

language proficiency certificates according to the universities’ requirements, like

IELTS or TOFEL report;  

6.6 Pre-admission documents.

6.6.1 Pre-admission documents issued by the Chinese university of preference, including an official admission letter, a pre-admission letter, or an invitation letter from a prospective supervisor recognized by the department of international students admission at Chinese universities. The pre-admission letter or official invitation letter shall be printed on the special-purpose letter of the desired Chinese university and issued and sealed by the university’s international students admission office;

6.6.2 The enrollment letter or invitation letter shall contain the following information

(in Chinese or English):

6.6.2.1 Applicant information: full name, nationality, date of birth, name of the

university last attended, and others;

6.6.2.2 Academic status in China: graduate student or doctoral student;

6.6.2.3 Projected time of staying in China. The study timeline shall be made clear, and

the time of enrollment shall be no earlier than September 2025;

6.6.2.4 Information of the applicant’s Chinese supervisor (if any);

6.6.2.5 Descriptions of the applicant’s studies or research in China;

6.6.2.6 Language taught in courses (Chinese or English);

6.6.2.7 The supervisor-issued invitation letter shall be sealed by the department of

international students admission and accompanied by the signature and contact

information of the head of the department;

6.7 A study plan proposal. A study plan written in Chinese or English shall contain more than 1,000 characters or words; the proposal of a doctoral student shall be signed by the applicant’s Chinese supervisor;

6.8 Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad;  

6.9 Personal academic achievements (list of graduation thesis, published papers, major research projects participated, etc.) or awarded certificates if there is/are;

6.10 Applicants under the age of 18 should submit the valid documents of their legal

guardians in China;

6.11 A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese

quarantine authority and can be obtained from the dispatching authority. The physical

examinations must cover all the items listed in the Foreigner Physical Examination

Form. Incomplete records or those without the signature of the attending physician,

the official stamp of the hospital, or a sealed photograph of the applicants are invalid.

Please select the appropriate time to take a physical examination as the result is valid

for only 6 months ;

6.12 Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

Reminder: Uploaded supporting documents must be clear, authentic and valid.

Applicants are recommended to use a professional device to scan the relevant

documents. Applicants shall bear the consequences caused by unclear or

unidentifiable uploaded materials.

八．注意事项

中国政府奖学金生不得同时享受中国各级政府和三峡大学设立的其他奖学金（不含各类一次性奖励金）的资助，一经发现，其中国政府奖学金资格将予以取消，并须退还已领取的中国政府奖学金。对于刻意隐瞒资助情况的，除取消资格外，三年内不允许申请中国政府奖学金。

Ⅷ. Points for Attention

Chinese Government Scholarship students are not allowed to enjoy other scholarships (excluding lump-sum rewards) established by the Chinese government at all levels and CTGU at the same time. Once found out, their Chinese government scholarship eligibility will be cancelled and the Chinese government scholarship already received will be returned. Those who deliberately conceal their financial support will not be allowed to apply for Chinese government scholarships within three years, in addition to being disqualified.
