1 Brief Introduction

Public Administration is supported by the Department of Public Administration in the School of Law and Public Administration. There are twenty-one full-time teachers, including two Chutian scholars of Hubei province, four professors, twelve associate professors and six lecturers, teachers with senior titles accounted for 80% and with PhD degree accounting for more than 70% of the total.

The master degree in Public Administration (MPA) was established since 2014, and now has more 100 students in the school. At the same time, the undergraduate major Public Administration for Foreign students starts at 2016.

Department of Public Administration has many research institutes. Including the follows: First, Intellectual Property Training Yichang Base of Hubei Province. Second, Emergency Management Training Base of Yichang (Institute of Emergency Management). Third, Graduate working station of China Three Gorges University and Hubei Emerge Group Co., LTD. Forth, Civil Servant Examination and Local Government Governance Research Center. Fifth, Social Risk Assessment Research Center. With an MPA management and social service agencies --- MPA Education Center and a teaching laboratory --- public management laboratory.

2 Training Objectives

To develop a comprehensive understanding of China's national conditions and the current international political and economic development situation of world. Epworth to master the basic theory of international politics, public management and international relations expertise and skills for engaging in international public affairs and international relations Problem research and teaching work or engaged in foreign affairs, foreign affairs management, foreign cultural exchanges, the news media and other practical work of the composite high-level specialized personnel.

Attention to the intersection of arts and science and the integration of knowledge, students are required to master the relevant professional management, political science, economics, law and natural science and technology knowledge of public sector management knowledge has a more in-depth understanding and grasp of the frontier and development trends. It emphasizes on shaping and improving the public management skills and comprehensive literacy of the learners. Through the interdisciplinary and information technology characteristics, the training can grasp the practical ability of public management so as to better understand and solve practical problems in the field of public management.

3 The Core Curriculum

Including Introduction to China, Professional Chinese, The Principle of Politics, Public Administration, Public policy Analysis, principle of politics, Non-profit Organization Management, Selected Reading of International Relations Theory, Selections of Classics on Public Administration, Emergency Management, Research Methods in Public Administration, Contemporary Chinese Law. etc.

4 Employment Direction

National foreign-related agencies, press and publication departments, foreign-funded enterprises, research institutions and tertiary institutions.

5 Supervisors’ Information

The IMPA degree points are in accordance with the master supervisors who guide international students. They mainly include Prof. Xi Jing, Prof. Tian Shiding., Prof.Wang Shouwen and Prof. Fan Jiaoyan. Each person can guide two IMPA students each year.

Xi Jing, Dr. Jing Xi is an associate professor of Foreign Languages and International Management at China Three Gorges University (CTGU). Jing earned his master’s degree in Applied Linguistics from Wuhan University in 2001. He has a great interest in cross-cultural communications and, in 2007, was awarded a full-scholarship for doctoral studies at London South Bank University, United Kingdom, where he studied comparative industrial relations analysis, with a focus on the impact of culture and language barriers in multi-national and joint-venture companies.

After returning to China in 2009, Jing has worked as professor of sociolinguistics, public management and is executive director of CTGU Research Institute for Cross-cultural Studies and Employment Relations. Recently, Jing has focused on economic transitions in China, and the employment relations of China’s multi-national and joint-venture companies from a cross-cultural prospective.

Dr. Jing Xi is a frequent contributor to national journals relating to cultural encounters, translation practice and industrial relations and has more than a dozen published papers. Jing is also supervisor of post graduates in translation, interpretation and public administration at China Three Gorges University. Since 1997, Dr.jing Xi has visited more than 80 universities and research institutes for the partnership cooperation, which are located in the countries in the UK, France, Spain, Belgium, Germany, Denmark, Norway, Finland, Netherlands, Swiss land, Austria, Czech Republic, Turkey, Russia, Ukraine, Israel, India, Nepal, Sri Lanka, Bangladesh, Viet Nam, Thailand, Cambodia, Myanmar, Singapore, South Korea, Australia, Canada, USA, Brazil, Ecuador..  

Tian Shiding, male, born in 1967, doctor of law, post-doctor of philosophy, visiting scholar of New York University, professor of School of Law and Public Management of China Three Gorges University, and selected Marxist middle-and-old theoretician training program in Hubei provincial colleges (fourth batch), Three Gorges University "151" Talent "Academic Leader" (2012), mainly engaged in the study of Marxist philosophy and political philosophy. He has presided over the completion of a project of the China Postdoctoral Science Foundation, a project of the Humanities and Social Science Fund of the Ministry of Education, and a key project of the Hubei Provincial Education Science Program, currently presided over one item of Hubei Marxist middle-and-old theoretician training program for colleges and universities, and one key project of Hubei Provincial Humanities and Social Science Key Research Base, the Three Gorges University Regional Social Management Innovation and Development Research Center; published 2 monographs, 2 translations, and published more than 60 papers. He mainly undertakes teaching work for undergraduate students such as "Principles of Political Science", "Research on Political Science" for Postgraduate Students and "Comparative Political Science" ,"History of Western Political Thoughts" courses for foreign students.

Wang Shouwen, male, Ph.D. in Public Administration, Postdoctoral Researcher in Applied Economics, Associate Professor, Associate Dean of the School of Law and Public Management, Master Tutor, and “151” academic backbone of China Three Gorges University mainly engaged in watershed governance, science and technology management and science and technology policy research, and power system risk assessment. He graduated from China University of Geosciences with a bachelor's degree in management in 2000 and obtained a bachelor's degree in law from Wuhan University in the same year. He graduated from Wuhan University in 2007 with a master's degree in public administration and graduated from Huazhong University of Science and Technology in 2013 with a doctorate in public administration. During the year, he began the joint training of doctors and doctors in the Martin Public School of Kentucky State University in the United States in 2011. Since 2014, he has conducted postdoctoral research in Applied Economics at Huazhong University of Science and Technology. He presides over 14 scientific research projects, including 1national major soft science subproject, 1 natural science fund of Hubei Province, 1 soft science project of Hubei Province, and more than 10 bureau-level vertical projects of the Bureau of Education of Hubei Province; Published 4 books of textbooks, including “Resolving Social Organizations” which is a study book for promoting the development of learning party organizations in Hubei Province, and publishing “Hubei Civil Servants Examination Series of Books” (“Public Basic Knowledge”, “Administrative Professional Ability Test”, “Department of Public Administration”). He has published more than 20 academic papers in the "Intellectual Property Rights", "Science and Technology Progress and Countermeasures" and other journals (10 in the CSSCI Journal), and there have been 2 papers published by Xinhua Digest. He won the second prize of the thesis of "Science Forum for Scientific and Technological Progress and System Reform" in Hubei Province; Hubei Provincial Higher Education Association, Production, Teaching and Research Cooperation Education Committee Annual Meeting Outstanding Paper Award; China Three Gorges University Humanities and Social Science Award for Outstanding Achievement Award; Three Gorges University Teaching Research Achievement Award Third Prize and the student team was instructed to win the “Challenge Cup” special award in Hubei Province and the third prize in the national discipline for energy conservation and emission reduction.   

Fan Jiaoyan, female, born in 1968, doctor of law, professor. In July 1999, she studied at the Department of International Economic Law of Zhongnan University of Economics and Law and obtained a master's degree in law. In June 2006, she studied at the Wuhan University School of Law majoring in international private law and received a doctorate in law. After completing her master's degree in 1999, she went to teach at China Three Gorges University. She is mainly engaged in the teaching and research of international law, private international law, and international economic law. In July 2011, she was a visiting scholar at the Law School of the University of Groningen in the Netherlands and the Institute of International Private Law and Comparative Law in Hamburg, Germany. Her main research direction is international labor law. Now there are two monographs: "Study on the Law Application of International Labor Contracts" (2008), "The Three Gorges Project International Cooperation and the Practice of International Law" (2010), and two co-authors. She published more than 10 academic papers such as "Analysis and Analysis of China's Overseas Employment Agencies". And she presided over the "Research on Legal Issues of Overseas Labor Services in Hubei Province" (Ministry of Education of Hubei Province) and "Research on the Legal Issues Concerning the Protection of Rights and Interests of Chinese Overseas Laborers - From the Perspective of Private International Law" (Ministry of Education Humanities and Social Science Program Fund Project) and other research projects.
